The New Zealand-specific direct residence-permit route was read on the IND page updated 9 October 2026. Cultural exchange remains primary and entry or a pending application does not independently establish work permission.

Step 1

Temporary type-I residence permit for cultural exchange.

IND asks applicants to estimate their living costs. Do not treat another country’s fixed threshold as a Dutch requirement.

Follow the IND payment letter; do not pay another nationality’s consular route charge.

The page gives annual caps for specified other nationalities, not New Zealand. No New Zealand cap or unlimited entitlement is inferred.

This is an application lead-time rule, not an annual opening.

The inspected route establishes no language exam; required foreign documents need legalisation and translation into Dutch, English, French or German as applicable.

Explore language courses →Follow the general identity requirements and form; the MVV passport rule for other nationalities is not automatically applicable to New Zealand.

Step 2
Step 3
Read the entire approval notice: identity, dates, entry deadline and conditions. Keep it available offline. Do not assume the visa starts on your preferred date.
Step 4
Estimate realistic living costs and reserve departure funds; IND does not supply a fixed support threshold here. Arrange healthcare insurance valid in the Netherlands and translations/legalisation where required. Do not use another nationality’s MVV process.
Step 5
Read the residence-card work endorsement. Occasional work may support the exchange, including full-time work, but not the whole year for one employer. Self-employment is excluded; notify IND of relevant changes.
Full-time work can be incidental support for the cultural exchange. Self-employment is not permitted.
